The National Program "Culture"

The national program "Culture" ("Kultūra") is elaborated according to the provisions No. 129 "The order of elaboration and implementation of the national programs", enacted by the Cabinet of the Republic of Latvia on the 9th of May of 1995, and according to the decree No. 146 "About national program for economic policy realization" of the Cabinet on the 24th of May of 1999. The national program "Culture" ("Kultūra") represents the continuation and execution mechanism of "Principal provisions of Latvian State culture policy" approved by the Saem (The Parliament) of the Republic of Latvia in 1995.

The national program "Culture" ("Kultūra") is a totality of undertakings of culture and culture-industrial branches carried out by the state, which realization is significant and essentially necessary for Latvian society and national economy's development on the whole. The goal of the program's development is, being based on the analysis of the present culture situation, to appoint aims and priorities of the cultural policy for subsequent periods, to elaborate detailed plan of arrangement for achieving these aims and assuring the priorities, and to implement this plan. The national program "Culture" ("Kultūra") constitutes a complex long-term target-program for the period up to 2010, that comprises two-stage programs on 2000 –2005 and 2006-2010 respectively. They consist of 10 subprograms.

Program includes:
- defined perspective targets and sub-targets of cultural development,
- specified ways of achieving this target, particular arrangements and their financing,
- each culture sub-branch includes:

  • Realized strong points and problems, which must be solved during realization of the program,
  • stated development tendencies,
  • elaborated activity plan for the period up to 2005,
  • arrangements planned for the period up to 2010.

Execution of the aim of the national program "Culture" ("Kultūra") will improve activity in the sphere of culture-humanitarian aims and in the sphere of culture administration, as well as will improve conditions of cultural development and will increase efficacy of cultural branches, what, in its turn, will give an opportunity to satisfy cultural needs of inhabitants more fully and will create preferences for direct and indirect cultural influence on prosperity of national economy and improvement of national welfare.
